36,000 employees got jobs in Punjab, Channi cabinet approved the bill

In a major decision ahead of the special session of the Vidhan Sabha, the Punjab government has approved a bill to regularize the services of 36,000 employees working on contract, daily wage and temporary basis in various government departments. The bill will be introduced in the assembly for enactment.

The Punjab Protection and Regulation of Contractual Employees Bill-2021 was approved to regularize the services of employees in a meeting of the Council of Ministers chaired by Chief Minister Charanjit Singh Channi on Tuesday. The bill will be introduced in the assembly for enactment.

Charanjit Singh Channi told reporters, “The cabinet has taken a big decision today to regularize 36,000 employees. It is a big gift for the employees.”

A spokesperson of the Chief Minister’s Office said that with this decision, the services of about 36,000 employees with more than 10 years of service would be regularised. Let us inform that assembly elections are to be held in Punjab early next year. Many contractual and outsourced workers were protesting against the state government demanding regularization of their services. But now the employees have got relief from the decision of the government.

Minimum wage hike approved

In another decision Channi cabinet approved increase in minimum wages with effect from 1st March 2020. The revision of minimum wages based on the Consumer Price Index was due on 1 March 2020. The minimum wage has been increased from Rs 8,776.83 to Rs 415.89 to Rs 9,192.72. The Chief Minister said that with the increase in minimum wage, an employee would also be entitled to get arrears of Rs 8,251 from March 1, 2020 to October 2021.

In another decision, the cabinet decided to repeal the Punjab Contract Farming Act 2013. In fact, the Punjab Contract Farming Act 2013 contained strict provisions. In which imprisonment, monetary punishment and other harsh punishments came, due to which there was fear in the minds of the farmers of the state. In such a situation, keeping in mind the larger interest of the farmers of Punjab, the cabinet has decided to repeal the said Act.

Channi said his government will bring a bill in the Assembly against the power purchase agreement, the Centre’s resolution on agricultural laws and the Centre’s notification on expanding the jurisdiction of the BSF. The cabinet also approved the Punjab Energy Security, Abolition of PPAs and Rescheduling of Power Tariff Bill 2021.

The cabinet has approved the Punjab Renewable Energy Security, Reforms, Abolition and Re-fixation of Electricity Tariff Bill 2021. The objective of which would be to develop statutory measures for sustainable development of the power sector and to make electricity available to consumers on an affordable basis.

The cabinet also approved the Punjab One-time Voluntary Disclosure and Settlement of Buildings Bill 2021 for all unauthorized constructions up to September 30, 2021. Cabinet approved Punjab (Institutional and other building). Tax Repeal Bill, 2021 The Punjab (Institutional and Other Buildings) Tax Act to waive off the arrears in all cases has been made applicable to industrial and other institutional buildings falling outside the limits of the Municipal Corporation. With this decision, the beneficiaries will get relief of Rs 250 crore.

It also approved to introduce the Punjab Horticulture Nursery Bill-2021 in the Vidhan Sabha session by amending the Punjab Krishi Upaj Mandi Act 1961 and amending the Punjab Fruit Nursery Act 1961. The Cabinet approved amendments to the Punjab Financial Responsibility and Budget Management Act 2003 to take advantage of the normal net borrowing limit of 4 per cent of the estimated Gross State Domestic Product in the financial year 2021-22.

Also, in a notification, the state government decided to terminate the services of retired employees re-employed in various government departments.
